The Economic Offences Wing of the Crime Branch Kashmir (CBK) has filed a chargesheet in connection with a major land fraud case under FIR No. 23/2019. The chargesheet has been submitted before the Court of Special Judge Anti-Corruption, Srinagar, against eight accused individuals, including four revenue officials — three retired and one currently serving.
According to the Crime Branch, the case involves large-scale manipulation and fraudulent occupation of land records through misuse of official positions.
The case originated from a complaint alleging that Nadeem Ahmad Mayer and Shafiq Ahmad Mayer, residents of Iqbal Colony, Shalteng Srinagar, illegally encroached upon 52 kanals of land at Ehel Danihama. The duo allegedly fabricated revenue records and created fake and forged mutation numbers (13, 16, 17, 18, 30, 31, and 34) under the false claim of an oral gift (Hiba Zabani) from the complainant’s uncle — even though there was no legal or family basis for the transfer.
During investigation, the Crime Branch found serious irregularities, including missing official mutation records (Parti Sarkar), absent treasury voucher numbers and dates, and unauthorized mutation by a single co-owner while ignoring the rights of others. The probe further revealed that about 40 kanals of state land had also been illegally occupied in the process.

The investigation established that the fraud was carried out with the active involvement of several revenue officials who helped manipulate the records and bypass standard legal procedures.

The accused have been booked under Sections 420, 447-A, 467, 468, 471, and 120-B of the Ranbir Penal Code (RPC), read with Section 5(2) of the Prevention of Corruption Act.
The Crime Branch Kashmir stated that it remains committed to ensuring accountability and upholding the rule of law. Further legal proceedings in the case are currently underway. —(GNS)
