FIR Lodged Against Ex-JMC Mayor in Cow Theft & ₹97 Lakh Scam Case

Police in Jammu have registered a case against former Jammu Municipal Corporation (JMC) Mayor, Chander Mohan Gupta, and nine others in connection with the alleged theft of cows and calves, along with financial misappropriation of nearly ₹97 lakh at the Hare Krishna Gaushala in Shakti Nagar.

As per reports accessed by Kashmir News Corner (KNC), an FIR (No. 0125/2025) was registered at Police Station Bakshi Nagar under Sections 316, 318 (3), and 325 of the Bharatiya Nyaya Sanhita (BNS) 2023. The case was lodged on the directions of Judicial Magistrate First Class (Munsiff) Jammu, Rekha Sharma, after a complaint was filed by Rohit Bali, General Secretary of the Hare Krishna Gaushala Charitable Trust.

Along with the former Mayor, the accused have been identified as Narender Verma alias Nitai Dass, Manju Verma, Vijay Kumar, Sanjay Kumar, Deepak Singh Rana, Varinder Dogra, Deepak Singla, Rajeev Sambyal, and Rajinder Abrol.

According to the complaint, the Trust had earlier purchased 25 cows and 24 calves for the Gaushala. However, before the local administration assumed control of its management, reports surfaced of missing cattle and alleged irregular financial dealings. The complainant claimed that 13 cows and 24 calves went missing, and funds amounting to ₹97 lakh were misused.

Subsequent inquiries conducted by the Tehsildar Jammu Khas, Naib Tehsildar, and Chief Animal Husbandry Officer confirmed that 37 bovines were unaccounted for, pointing towards serious mismanagement and alleged embezzlement.

When police initially failed to lodge an FIR, the complainant approached the court, which intervened and directed action. Following this, the Station House Officer (SHO) of Bakshi Nagar Police Station informed the court on September 29, 2025, that the FIR had been filed and the matter assigned to ASI Ashok Kumar for investigation.

Officials said the case is now under active investigation, and further action will be taken as more evidence comes to light.
