According to an official intimation by District Magistrate Doda, Harvinder Singh, Malik, who represents the Doda-52 constituency, has been booked under the provisions of the Jammu and Kashmir Public Safety Act, 1978. The communication addressed to the Assembly Secretariat clearly states that the lawmaker has been taken into preventive detention after authorities reviewed his activities and found them to be a potential threat to peace and public order.

The order mentions that Malik’s conduct was assessed as being “prejudicial to the maintenance of public order.” Officials said that after examining relevant reports, intelligence inputs, and other materials, it was concluded that the continuation of such activities by the legislator would amount to a “grave threat” to peace, security, and normalcy in the district.

The District Magistrate’s communication further emphasized that the decision was not taken in haste but only after careful consideration of the situation on the ground. Authorities underlined that preventive detention under the PSA had become necessary to ensure public order and to safeguard law and order across the region.

The Public Safety Act (PSA), under which Malik has been booked, allows the government to detain a person without trial for up to two years in cases related to the security of the state, and up to one year in cases linked to public order. The law has often been invoked in Jammu and Kashmir in matters where the administration believes that an individual’s activities could disrupt normal life or cause unrest.
